On a worldwide basis money supply has trailed well behind the growth of international trade. The shifting composition of the products being exported has made financing a more important factor in their sales. The flow of trade from the industrially developed countries to the developing nations presents a special problem. Most of the developing nations are experiencing high rates of inflation, and the higher these rates the more pressure their importers apply to overseas suppliers to provide financing at the latter's more favorable interest costs. Government financing agencies can share burdens with private enterprises, making it possible for commercial banks to participate in transactions they might otherwise have to forego. A government agency such as Exim Bank can moderate conditions of monetary stringency as these arise during the course of the business cycle. SN - 00225428 AB - A prime catalyst for significantly increasing trade between the United States and the Socialist countries is credit. The Soviet Union, for example, has made no secret that its ability to buy U.S. goods depends upon availability of credit. Prior to this agreement, the Export-Import Bank (Eximbank) had not extended credit to the U.S.S.R., although on several occasions in years past there were false starts in this direction. Again in 1945, when the Export-Import Bank was given greatly expanded lending authority to finance U.S. postwar trade, Congress and the Executive intended and expected that the U.S.S.R. would be one of the first and principal beneficiaries of the Bank's loans. The amount of financing sought by the Soviets raises questions as to how far the commercial banks will be prepared to extend credits to the U.S.S.R. without Eximbank guarantees. The operating agreement between the Bank and the U.S.S.R. contains several interesting provisions from the standpoint of the U.S. exporter or investor whose equipment or services are to be financed under an Eximbank loan. The provisions of the Eximbank-Soviet operating agreement only indirectly affect the U.S. exporter or investor.
