Moore applied statistical methods in Laws of Wages as early as 1911, and developed his theories of economic cycles. Moore uses the term law, in his book to designate a definite mathematical statement of relationships. Synthetic economics, as defined by Moore in his book, includes the use of simultaneous equations to express the consensus of exchange, production, capitalization, and distribution and the extension of this treatment into dynamics by treating all variables as functions of time. According to the author, Moore's proposal to represent all economic relationships in a single set of simultaneous equations, statistically derived, may be discussed from three points of view including the theoretical adequacy of the system, the statistical possibilities of carrying it into effect and the economic and statistical adequacy of the particular techniques which Moore proposes. The various lending agencies now making up the FCA have fostered and developed a farm management point of view since their inception. The original Federal Farm Loan Act, passed in 1916, provided that income from agricultural production should be a principal factor in the appraisal of farm lands eligible for Federal Land Bank loans. The Federal Land Banks have throughout their history made long time amortized loans. The budgeted loan with repayments based upon income has several advantages from the borrowers' point of view. The loan is usually set up anticipating as far as possible the entire credit needs of the borrower for the year. Perhaps these concepts of loan policy that the article author have been attributing to a farm management point of view are only a farmer point of view. The FCA is a farmer rather than banker minded organization. It is difficult for many people in their casual thinking to realize that the large majority of the institutions making up the FCA are not Federal agencies loaning government funds. Using a discriminant function developed on observations drawn from 1961-1964 and 1965-1968. the authors have correctly predicted the devaluation or nondevaluation of 86 percent of the countries tested for the period 1971-1972. These results indicate predictive power at the .001 level of significance. A reduction of 36 percent in classification error is achieved by the method. The Farm Credit System is an agricultural cooperative banking organization which provides credit to its owner-borrowers, including farmers, ranchers, and their marketing, and supply and business service cooperatives. Loans also are made to selected farm related businesses and for rural home mortgages. In addition to disintermediation problems, most financial institutions also suffer from a capital structure problem brought about because they lend at long term maturities and finance the lending operations by borrowing short term. The primary purpose of variable rate mortgages (VRM's) is to shift the interest rate risk from the institution to the mortgagor. Even if the entire mortgage portfolio were converted to VRM's, the institution still must not allow the relationship of asset cash flows and liability cash flows to become unbalanced. VRM's allow the adjustment of asset cash flows to cash flows on short term liabilities. The major advantage of VRM's to the lender is that they effectively shift the interest rate risk to the mortgagor and match cash flows of loans and liabilities. VRM's allow periodic adjustments to the interest rate charged to borrowers when such changes are justified by market conditions. The construction industry is very sensitive to changes in fund flows. When the economy booms, interest rates tend to rise which, in turn, dampens home construction. Statistical selection is modeled. Data on almost all commercial banks in the USA from 1995 to 2003 are used in the estimation sample. Statistical selection is statistically significant so selection must be included in the models. Variables reflecting state-level characteristics such as farm debt servicing ratio, individual bank loan-to-asset ratio, bank size, and the general guaranteed loan and interest assistance environment are significant in all three equations. Banks had to wait for losses to incur before increasing loss provisions. As a result, the Financial Accounting Standards Board (FASB) and International Accounting Standards Board (IASB) have both proposed their own versions of a 'current expected credit loss' (CECL) model to replace their incurred loss model. The CECL estimate would reflect bank managers' current estimate of the contractual cash flows that the bank does not expect to collect, based on their assessment of credit risk as of the reporting date. The CECL model is expected to bring increased financial stability along with other benefits. However, the new model poses major implementation challenges, specifically the need to forecast lifetime expected credit losses. This article provides bank managers with the knowledge they need to navigate the most common industry modelling options available to them for addressing these challenges. To do this the authors provide insight into how common credit loss models compare in terms of strengths, limitations and considerations for improving lifetime loss forecasting accuracy.
