Operators have imposed curfews to limit the noise impacts, but this approach constrains the LCCs and has lead some to initiate flights out of large hubs instead. Statistics from this study show that the LCCs have replaced the legacy airlines as the dominant air provider in the state. With their growing dominance, the LCCs will become more attractive to the large hub airports, and the secondary airports will face increased competition in retaining them. To retain those LCCs, the secondary airports must better understand how LCCs make investment decisions related to airport development. At the same time, they must better educate the LCCs about their airport needs. Experimental sections of OGFC were built using asphalt rubber (AR) and styrene-butadiene-styrene (SBS) modified asphalt binders. A section of conventional hot mix asphalt (HMA) served as the control section for the two experimental sections. The noise level of the OGFC-AR test section was audibly quieter than the HMA control section for only a period of five months after construction. The OGFC-SBS section was not initially audibly quieter than the HMA and never attained that level of noise reduction for the entire monitoring period of four years. The OGFC-AR test section was prone to excessive raveling and rutting and in places wore through to the underlying pavement. The OGFC-AR was removed by grinding in January of 2012 because of safety concerns with the rutting and in preparation for a project that reconstructs the entire corridor. Open-graded friction course quieter pavements are not recommended for use in Washington State due to the short duration of their noise mitigation properties and unacceptable life cycle cost. In this study, the long-term performance of two batches of concrete incorporating either low-degradation (LD) or normal (NM) aggregates subjected to freezing and thawing conditions was experimentally studied. The freezing and thawing test method (ASTM C666) was followed to condition all the test samples. Dynamic modulus and fracture energy for both groups of concrete samples after different numbers of freeze-thaw cycles were measured through nondestructive modal and cohesive fracture tests, respectively. Due to the higher air content in LD concrete, surface scaling was less severe under frost action. Test results showed that different aggregate degradation has an important effect on the freeze-thaw resistance of the concrete and the rate of decrease in fracture energy with number of freeze-thaw cycles for the LD concrete is higher than for the NM concrete. Compared to the dynamic modulus of elasticity, the fracture energy is a more sensitive parameter for evaluating concrete degradation caused by the frost action. Thus, the degradation of aggregate in concrete can be better evaluated by the cohesive fracture test. Additional research is needed to identify an appropriate threshold for when aggregate degradation properties become a concern. Until that time, it is recommended that WSDOT maintain their current restrictions on using low-degradation aggregates in concrete. Efforts to standardize crash data have increased since the MMUCC was originally recommended as a voluntary guideline in 1998. The MMUCC data elements represent a core set of data elements, most of which were being collected by the States before the first edition of the MMUCC Guideline was published. The 107 data elements contained in the MMUCC Guideline, 3rd Edition (2008) were revised in response to emerging issues and other highway safety needs. The fourth edition of the MMUCC Guideline contains 110 data elements. The MMUCC Guideline, 4th Edition (2012) recommends that States implement all 110 data elements included in this document. To reduce the data collection burden, MMUCC recommends that law enforcement at the scene should collect 77 of the 110 data elements. From crash scene information, 10 data elements can be derived, while the remaining 23 data elements should be obtained after linkage to other State data files. States that are unable to link to other State data to obtain the MMUCC linked data elements should collect, at a minimum, those linked data elements that are feasible to collect on the crash report. At the same time, States should work to develop data linkage capabilities so they eventually are able to obtain, via linkage, all of the information to be generated by the MMUCC linked data elements. Because State datasets and systems are difficult to implement or change, no changes will be made to the MMUCC Guideline, 4th Edition (2012) for five years. In 2010, 618 pedalcyclists were killed and an additional 52,000 were injured in motor vehicle traffic crashes. Pedalcyclist deaths accounted for 2% of all motor vehicle traffic fatalities, and made up 2% of all the people injured in traffic crashes during the year. The number of pedalcyclist fatalities in 2010 is 2% lower than the 628 pedalcyclists fatalities reported in 2009. Runoff from impervious surfaces is one of the many ways contaminants enter the aquatic realm. Three different PAH concentrations were used to investigate the effects on oyster-egg fertilization, embryonic transformation to the D-shell veliger larva, and larvae settlement onto hard substrate. The three different concentrations of PAHs ranged from one that is environmentally relevant to the concentrations found in runoff from road surfaces, another that was tenfold more concentrated, and finally one that was one hundred times more concentrated. The extremely concentrated solution had negative effects on fertilization success after one hour of exposure, while the lesser concentrations showed significant deleterious effects after two hours of exposure. All of the three PAH solutions caused significant numbers of abnormalities in the embryonic transformation of embryos to D-stage larvae. Finally, the two more concentrated PAH solutions significantly inhibited the oyster larvae in successfully setting on the hard substrate. This study's results provide evidence that PAHs entering an aquatic ecosystem from runoff from road surfaces have the potential to inhibit oyster reproduction by negatively impacting three critical processes in the early life cycle of the Eastern oyster. The aim of the OD program was to improve effectiveness of OCC operations and increase satisfaction of OCC personnel. The assessment was based on an understanding of current and future OCC concepts of operations, a review of organizational practices within the OCCs, and the research literature on developing organizations. TechOps is the agency within the Federal Aviation Administration (FAA) Air Traffic Organization that manages and maintains the National Airspace System facilities, systems, and equipment. The OCCs are part of the maintenance management infrastructure at the regional level with an OCC located within the Eastern, Central, and Western Service Areas. The OCCs were established in 2001 as part of an effort to centralize remote monitoring and coordination of maintenance operations for the FAA. To understand current organizational processes, the authors interviewed 54 specialists and 12 team leads working at an OCC in one of the Service Areas. They asked the participants questions about their technical background; their jobs within the OCCs to include the interdependencies required for task performance; structure, complexity, and workload inherent in the job; cohesion and trust among specialists and team leads; and outcomes, including perceived operational effectiveness and job satisfaction. Results of these discussions are summarized in the report by topical area. Issues raised by the participants as having a negative effect on their perceptions of effectiveness of the OCCs and their individual satisfaction with the job were classified into three groups. The first grouping was workload. Shift work, staffing, and breaks influenced workload. Participants saw workload at all three OCCs as high, especially during the day shift. The second group, resources, included issues related to training and technology. Some participants indicated that neither the training nor the technologies used in the OCCs were sufficient to meet job requirements. The final group was knowledge of results and included issues related to performance feedback and management involvement. Participants saw a lack of performance standards and little specific feedback on individual or team performance as having a negative impact on organizational performance and individual satisfaction. Proposed interventions to address each of these groups of issues were 1) the use of small teams to organize specialists and team leads at each of the OCCs, 2) revision or inclusion of initial, new equipment, and team leader training, 3) implementation of a comprehensive performance feedback system based on individual and team performance, and 4) development of a fatigue risk management approach that included education on fatigue and elimination of midnight shifts through the use of workload sharing among OCCs. Finally, the authors also recommended assessing the implementation of interventions in an on-going process of organization development and improvement to meet current and future requirements. The study had adopted federally developed software tools called Risk for Earthquake Damage to Roadway Systems (REDARS2) and HAZUS-MH. The model was the first time REDARS2 has been adopted and used in research outside of the original development team, presenting a number of unique challenges. The development of the model was a complex, intensive process that required a significant research effort, manipulation and adjustment of data. Furthermore, limitations of the software tools themselves had been identified that prevented the inclusion of important aspects such as liquefaction induced damage and refinement of the transportation network. The main objective of this research were to refine the data from a first generation of the model to more realistically represent the bridge inventory, to address the seismicity of the Pacific Northwest, conduct sensitivity analyses of soil data on the analyses results and develop a seismic network model of Oregon bridges for purposes of assessing the seismic vulnerability of roadway segments. The first generation model relied on default settings within the program to determine the economic loss due to repair and replacement of damaged bridges. The assumptions used in the analyses have been reviewed and Oregon specific data was incorporated for the model. The largest earthquake now considered to be at a highest level of probability in the Pacific Northwest is a subduction zone earthquake. The major shortcoming of REDARS2 is its inability to incorporate the subduction zone attenuation relationship into the analysis. To incorporate that capability into the model, shakemaps were developed by USGS for Cascadia subduction zone scenario events and incorporated as the demand on the refined model. Analyses of the transportation network incorporating bridge routes and post processing of the data with input from Oregon DOT bridge engineers resulted in recommendations toward bridge route priority strategies. The majority of the bridges that indicated the possibility of damage were types associated with multi-column bents, simply-supported concrete superstructures and simply-supported steel superstructures. Of the major highway routes that were considered, I-405, section of I-5 (from Multnomah to Clackamas Counties), I-84, I-205 and US-101 were the top five on the preliminary priority for seismic retrofit. These routes need to be analyzed more and advanced cost-benefit investigations should be done before retrofit decisions are made. The project also provides continued monitoring of 32 experimental test sections constructed on FM2 (Bryan District) for the purposes of correlating field performance with material characterization. The experimental component of this implementation project was accomplished by testing four different geosynthetic reinforcement products in order to verify the draft specifications recommended by project 0-4829. A mixed integer programming (MIP) formulation for the static scheduling problem of a multi-vehicle MAST system is proposed in this thesis. Based on the MIP formulation, the authors analyzed the impacts of time headways between consecutive transit vehicles on the performance of a two-vehicle MAST system. An analytical framework was then developed to model the performance of both one-vehicle and two-vehicle MAST systems, which can be used to identify the critical demand level at which an increase of the fleet size from one to two vehicles would be appropriate. Finally, a sensitivity analysis was conducted to find out the impact of a key modeling parameter, w sub 1, the weight of operations cost on the critical demand. In this research, the authors developed an insertion heuristic for a multi-vehicle MAST system, which has never been addressed in the literature. The proposed heuristic was validated and evaluated by a set of simulations performed at different demand levels and with different control parameters. By comparing its performance versus the optimal solutions, the effectiveness of the heuristic was confirmed. Compared to its single-vehicle counterpart, the multiple-vehicle MAST prevails in terms of rejection rate, passenger waiting time and overall objective function, among other performance indices. The Virginia Department of Transportation (VDOT) is responsible for the removal and disposal of animal carcasses along the state road system. The predominant methods currently used (landfill and burial) have several costly disadvantages, including long travel distances to landfills, increasing landfill restrictions, and lack of viable burial areas. Other states have found static compost windrows to be an easy and cost-effective carcass management technique. Deer mortality static compost windrows were monitored for 1 year under conditions typical of a VDOT area maintenance headquarters facility. Windrows were analyzed for pathogen destruction and the degree to which underlying soil filtered leachate contaminants. In response to high windrow temperatures, indicator pathogens E. coli, Salmonella were reduced by 99.99% the first sampling day (Day 7) and ascarids were deemed non-viable by Day 77. Soil filtration of leachate was effective in reducing concentrations of ammonia, chloride, and total organic carbon. Nitrate, a contaminant of particular regulatory concern, had an estimated mass contaminant loss of 1.9 lb/acre, compared to the 8 to 45 lb/acre estimated loss from fertilizer application on agronomic crops in Virginia. Results from this study indicate that with properly constructed static compost windrows, (1) high temperatures destroy indicator pathogens; (2) the natural filtration of leachate through soil reduces deer mortality contaminant concentrations; and (3) the low volume of leachate from windrows results in nominal losses of nitrate and other contaminants. The study recommends that VDOT consider sharing these results with the Virginia Department of Environmental Quality to discuss options for a statewide composting program. To facilitate accomplishing these goals, this project developed a draft quality control/quality assurance (QC/QA) specification for flexible base. Based on a thorough review of background information, sampling and testing placeholders for placement and production aggregate and mixture tests were selected and incorporated into a classical QC/QA format draft specification. While the current draft specification largely uses existing TxDOT test procedures, improvements may be realized by considering the Grace methylene blue method and the use of index tests as surrogates for modulus and permanent deformation properties. Construction issues that should be considered during the concept development and design stage are highlighted. Splice connections are categorized into distinct types. Advantages and disadvantages of each approach are discussed with a focus on construction and long-term serviceability. A preliminary design study was conducted to explore potential span lengths for continuous bridges using the current TxDOT precast girder sections, standard girder spacings and material properties. The revised provisions for spliced precast girders in the "AASHTO LRFD Bridge Design Specifications" (2010) were used in the study. The determination of organic-rich soil was not implemented in this project due to the unavailability of proper equipment. Researchers collected electrical conductivity (EC) data from two Veris 3150 units equipped at both Texas Department of Transportation (TxDOT) and Texas Transportation Institute (TTI), simultaneously. Soil samples were collected on the basis of the constructed EC color map. The data collected from these projects were analyzed to identify potential relationships between Veris EC measurements and sulfate contents for different types of soil. Statistical modeling results indicate that Veris EC is a linear function of the natural log of the sulfate content, directly if other soil parameters such as moisture content, organic matter content, and clay content remain constant. Higher EC of soil responds to higher sulfate content of soil. It is imperative that soil samples be collected based on the EC map generated from the Veris 3150 data. Therefore, it is recommended that the Veris EC be used as a viable screening tool to identify areas where high sulfate-bearing soils may exist. A color-coded map indicates that the area that has the greater EC shows the higher sulfate content. The comparison study of TxDOT and TTI Veris units shows that the units produce comparable sets of data although the actual EC values may not be exactly matched. By simulating the material properties of the solid element keyway bolt in bending, torsion, and tension of a rod, load curves were developed for a simplified beam element model of the keyway bolt as well. When material properties were finalized, the solid and beam element models of the keyway bolt were inserted in bogie test models and simulated again. By analyzing the bogie testing results, it was determined that due to the very small size of the keyway bolt and potential contact difficulties, solid element models of the keyway bolt may be impractical for full-scale simulation purposes. In the Spring, the plan is to obtain high resolution seismic data along two transects; one north-south and the other east-west to document the subsurface structure along what may be an active sinkhole and relate what the image in the subsurface to the surface geomorphology. Based on the findings, the plan is to submit a comprehensive collaborative proposal by the Kansas Geological Survey, Department of Geology, and Department of Engineering to the National Science Foundation geohazards program in October 2008. The proposal will develop an integrated workflow to produce in a short time frame a regional inventory of potentially active sink holes in the state of Kansas using space based technology. Positive effect of an electrical field upon interfacial inter-esterification reaction between a triglyceride ester and sodium methoxide to form biodiesel at a plane liquid-liquid interface has been demonstrated. Rate of reaction with an applied voltage of 10KV is greatly increased suggesting that interfacial disturbance is not the only mechanism involved. Changes in the electrophoretic transport of reactant and products may play a role in determining the overall rate. This non-uniform increase is consistent with other data for hydrolysis reactions involving oil-water mixtures under the influence of an electrical field. Further research is required using gel immobilization of the two phases to determine concentration profiles and fluxes of each components. The project also examined the effect of phase ratio upon reaction rate and designed and built a small continuous electrically enhanced biodiesel system. Production facility began producing 100% biodiesel (B100) in September 2007. Since then, over 300 gallons of B100 have been produced on campus. ASTM test equipment will allow for the following tests: acid number, iodine number, carbon residue, cloud point, viscosity, methanol content, water and sediment, and copper strip corrosion. Other instrumentation will allow for oxidation stability and flash point to be determined. During the next quarter, all instrumentation will be received and that training in the ASTM methods will be the focus. The facility will continue to produce biodiesel. Discussions with landscape services underway for use of biodiesel in the tractors as a pilot program. It is projected that the testing will begin in January 2008. The project hosted the Volkswagen of America Dieselution: Clean Diesel Tour at Rochester Institute of Technology (RIT) and were able to examine a number of new "clean diesel" vehicles planned for introduction into the U.S. market in 2008. It experienced a problem with their airport shuttle vans which had significant water in their fuel and caused engine malfunctions. The project extracted samples that did contain substantial water. Other County vehicles fueled from the same tank had no problems. Problem isolated as low-speed, constant use of the shuttles. Data showed that vehicles spend anywhere from 60-75% of their engine-on time idling which is well above average for other vehicles in the fleet. The vehicles also spend the balance of their running time under 30 mph. Supplier commented that this type of problem was common with diesel vehicles that only operate at low speed in cold temperatures. The situation is made worse by the use of biodiesel due to its tendency to absorb water. The supplier recommended an additive to dissolve the water and the County added it to their fuel storage tank. The project continued to monitor the vehicles, but no further issues were identified during the winter months. RIT performed analysis as a "first round trial" of its comprehensive tool set for other such municipalities and fleet users who want to embark on an alternative fuel vehicle program. Research showed a 10% reduction was achievable by conservation and efficiency improvements. Town was give a draft report and 8 recommendations.
