Our research replicates a study of a French TH and deepens it by adjusting it to the context of an Italian TH. The purposes of this research were as follows: to identify emerging views on the performance of teaching hospitals and to analyze how these views vary among hospital stakeholders. We conducted an in-depth case study of a TH using a quantitative survey method. The survey uses a questionnaire based on Parsons' social system action theory, which embraces the major models of organizational performance and covers three groups of internal stakeholders: physicians, caregivers and administrative staff. The questionnaires were distributed between April and September 2011. The results confirm that hospital performance is multifaceted and includes the dimensions of efficiency, effectiveness and quality of care, as well as organizational and human features. There is a high degree of consensus among all observed stakeholder groups about these values, and a shared view of performance is emerging. Our research provides useful information for defining management priorities to improve the performance of THs. We conducted a randomized placebo-controlled trial to investigate the efficacy and safety of low energy ESWT for non-calcifying tendinopathy of the rotator cuff. Methods: 20 patients with non-calcifying supraspinatus tendinopathy (NCST) were randomized to an active or a sham treatment group. Physical, blood, roentgenographic, and MRI examinations of the shoulder were conducted to verify that patients met the inclusion and exclusion criteria. These examinations were repeated six and twelve weeks after treatments. Effectiveness was determined by comparison of the mean improvement in the Constant and Murley score (CMS) between the treatment and the placebo groups at three months. Safety was assessed by analyzing the number and severity of adverse events. Results: All the patients completed the investigation protocol. At the final follow-up, significant improvement in the total CMS score and most of the CMS subscales was observed in the ESWT group when compared to the baseline values. Significantly higher total CMS, and significantly higher scores for CMS pain and ROM were observed in the ESWT group when compared to the placebo. No serious adverse events were noted after ESWT. Conclusions: Patients suffering from NCST may benefit from low energy ESWT, at least in short-term. The application protocol of ESWT is likely to play a key-role in a successful treatment. Future investigations should be undertaken on the long-term effects of this technique for the treatment of NCST. The molecular mechanisms of this bilirubin-induced neurologic dysfunction (BIND) are not yet clarified and no neuroprotective strategy is currently worldwide accepted. Here, we show that UCB, at conditions mimicking those of hyperbilirubinemic newborns (50 μM UCB in the presence of 100 μM human serum albumin), rapidly (within 1 h) inhibited cytochrome c oxidase activity and ascorbate-driven oxygen consumption in 3 days in vitro rat cortical neurons. This was accompanied by a bioenergetic and oxidative crisis, and apoptotic cell death, as judged by the collapse of the inner-mitochondrial membrane potential, increased glycolytic activity, superoxide anion radical production, and ATP release, as well as disruption of glutathione redox status. Furthermore, the antioxidant compound glycoursodeoxycholic acid (GUDCA) fully abrogated UCB-induced cytochrome c oxidase inhibition and significantly prevented oxidative stress, metabolic alterations, and cell demise. These results suggest that the neurotoxicity associated with neonatal bilirubin-induced encephalopathy occur through a dysregulation of energy metabolism, and supports the notion that GUDCA may be useful in the treatment of BIND. Information supplied to us by human sources concerning the capabilities and intentions of these persons and organizations is crucial to our ability to recognize and prevent these threatening actions. We have all seen the many news accounts of our need for more and better HUMINT (human intelligence). But a major issue is the following: when we obtain an item of HUMINT, to what extent can we believe it? Our ability to make these assessments involves determining the competence and credibility of the human source providing this item. These assessments are very difficult and the persons making them need all the help they can get. Fortunately, much assistance comes from the fields of law and probability. This paper provides an account of how we are now exploiting the very rich legacy of experience and scholarship accumulated in the field of law over the past 500 years or so regarding questions to ask about the competence and credibility of witnesses. For quite some time, we have been attempting to bring valuable insights from the field of law concerning various evidential and inferential matters to the attention of persons in the intelligence community. On this occasion, we will describe a computer-assisted system called MACE (method for assessing the credibility of evidence), which we are developing to exploit what we have learned from law regarding assessments of the competence and credibility of sources of HUMINT. This system is designed to assist in addressing the question: to what extent can we believe this particular item of HUMINT that has just been supplied to us by a human source? MACE employs two different, but entirely complementary, probability systems to help us answer this question. Baconian probability methods help us answer the question: how much evidence do we have about this human source and how completely does it answer questions about the source's competence and credibility? Bayesian probability methods allow us to determine how strong is the evidence we do have about this particular human source, and it also provides an assessment of the posterior odds favouring the extent to which we can believe or disbelieve what this source is telling us. AB - There are many historical examples of terrorism producing political change through social influence, and these examples will ineluctably lead to future imitators. The presence of so many potential targets, civilians, and news media is a powerful attractant to would-be terrorists, and they are virtually guaranteed a wide audience both domestically and internationally for their message. Terrorism works the way advertising and marketing work; when an effective social influence campaign is well designed and well executed and when externalities do not interfere with or supersede the persuasion attempt, audiences react as desired. From the constituency audience, terrorist groups receive recruits, money, and a wide variety of logistical support. From the enemy audience, terrorist groups can directly or indirectly wrest political change, ranging from legitimacy and negotiation to utter revolution. So, outside of hoping that terrorists will undo their own cause by overreaching or be hindered by an environment that disrupts their campaign, is there anything else that can be done? The answer is 'yes.' Terrorism and terrorist groups are vulnerable the way other forms of social influence campaigns and their originators are vulnerable. Bombing technology has only recently developed to the point of allowing compliance with international legal standards, and the United States has implemented stringent measures in recent conflicts to minimize unintended civilian casualties in warfare. Mr. Canestaro demonstrates that because these self-imposed restrictions go beyond the point of mere compliance, they often constitute a disadvantage to the conduct of U.S. military operations. Strict U.S. military compliance with international legal standards and self-imposed policy restrictions derived from political fear of excessive casualties insure that adversaries are rarely engaged with the full measure of U.S. military might. The development of precision weapons over the last several decades has made armed conflict both more and less lethal. Against his established historical background, Mr. Canestaro measures modern U.S. military practice and technology against the customary standards, concluding that self-imposed legal and policy restraints designed to protect civilian lives have risen in step with technological developments allowing greater precision and thus avoidance of collateral damage. This situation continues significantly to shape the conduct of campaigns and to offer advantages to U.S. adversaries who choose not to follow the customary standards as faithfully. Tenet, director of the Central Intelligence Agency, at Georgetown University in Washington, D.C. on February 5, 2004, which addressed the debate over Iraq's weapons of mass destruction. In the intelligence business, one is never completely wrong or completely right. That applies in full to the question of Saddam Hussein's weapons of mass destruction. Much of the current controversy centers on the pre-war intelligence on Iraq, summarized in the National Intelligence Estimate of October 2002. This estimate asked whether Iraq had chemical, biological and nuclear weapons, and the means to deliver them. Following are three information based on the conclusion of the National Intelligence Estimate. First, everyone was aware that Iraq had chemical and biological weapons in the 1980s and 1990s. Hussein used chemical weapons against Iran and his own people on at least 10 different occasions. He launched missiles against Iran, Saudi Arabia and Israel. Second, the U.S. could not account for all the weapons the Iraqis had: tons of chemical weapons precursors, hundreds of artillery shells and bombs filled with chemical or biological agents. The third stream of information came after the United Nations inspectors left Iraq in 1998. They have gathered intelligence through human agents, satellite photographs, and communications intercepts. Foreign governments can launch computer‐based assaults, or acts of information warfare, on another state's domestic systems such as energy grids, telecommunications, and financial facilities that could severely damage or disrupt national defence or vital social services. Even realizing the new forms of computer‐generated weapons and changing concepts of sovereignty and territory brought about by global interdependence, international law is likely to rely on UN Charter principles to define the legal boundaries of cyberspace. While perhaps not armed force literally, resort to cyberforce may be viewed as a form of intervention that can produce harmful or coercive effects, and put at risk the national security of another state. There is need for modern international law to define more precisely the criteria used to distinguish which state actions are permissible as normal computer‐generated transborder data flow from those cyberactivities that might qualify as an ‘armed attack’ against a state. Clearer rules are also needed for what responses are permissible as self‐defence by a state targeted in an information warfare situation and how international institutions might facilitate the attainment of these objectives. Using 6 representative cases referred for accommodation evaluation at a federal agency, this article examines the common practical problems that arise when attempting to implement reasonable accommodations in an organizational work setting. It concludes that maintaining good communication among employees, employers, case managers, and outside treatment providers increases the likelihood of a successful outcome. We sought to identify the frequency and impact of strokes in world leaders. METHODS: Using various sources, we identified world leaders who had sustained strokes while in office from 1970 to 1999 and tabulated information on symptoms and subsequent ability to lead. RESULTS: Twenty leaders were identified who had sustained strokes during the study period, for an incidence of 0.444 strokes/100 leaders/year. Half of the affected leaders lost their political power within the year; most had persistent disabilities, which included motor, speech, cognitive, and emotional deficits. CONCLUSION: Strokes in world leaders may be slightly less common than expected based on studies of Western populations of similar age, but they are often devastating to a political career. Black children faced enormous disadvantages. Earlier studies of the period show that separate-and-unequal schools and lower household incomes explain only part of the black-white literacy gap. This study contributes additional information on the impact of differences in parents' education. Using individual-level data from Georgia in 1910, the analysis shows that the largest contributor to the black-white literacy gap was the difference between the education of black and white parents. Thus, schooling discrimination against earlier generations continued to haunt black children in 1910. AB - Examined the use of a reference checklist in predicting the work performance of college work-study students. A checklist of 15 terms was completed by individuals acting as references for 39 undergraduate students working at campus jobs. Work supervisors for the students also completed checklists. Results show that the cooperation–consideration category predicted Ss' performance concerning responsibility, quality, initiative, attitude, attendance, and rehire. Mental agility predicted rating of performance for quality, attitude, and rehire. Vigor predicted ratings of performance for dependability and responsibility. Dependability predicted ratings of performance for cooperation, attitude, and courtesy. Friendliness and urbanity predicted rating of performance for responsibility. However, performance appraisal categories did not correlate significantly with any of the 5 reference categories under which they fell, that is, the dependability–reliability category did not predict dependability. Findings suggest that the reference checklist is a good predictor of performance. Oskamp's (see record [rid]1965-07616-001[/rid]) findings of a double standard in the perception of different nations. A revised form of Oskamp's Index of Mirror Images and Double Standards, with items referring to identical actions taken by the US, USSR, and China, was administered to 53 US college students and 52 foreign citizens who attended a program at Yale University in 1974. The effects of 2-sided, impartial presentation of these actions were assessed. The study replicated the findings of divergent attribution patterns of the US and USSR and extended them to the US and China pair. Artifacts in previous research were isolated and assessed, including problems involved in scale distortion and factor analysis generalization. Bivariate and multiple regression analysis were used to assess the interaction of demographic characteristics with international attitudes. Women showed less of a double standard than men, as did Ss with more information, those who had traveled to more places, and Ss exposed to a religion oriented toward the individual. Agricultural development on the frontier may be viewed analogously as development with unlimited supplies of land. Land use cost, marginal product of land and are of total land in use are factors used to explain agricultural development in the area. The essential element here is that, in general, land use costs (LUC) rises as more land is brought into use. In relation, LUC rises rapidly in relation to rapidly rising transport, migration, and homestead start-up costs at the margin. With the completion of the railroad link in 1896, LUC rises sharply as a result of migration of labor and capital. On the labor front, the essential feature determining the operation of agricultural labor markets were its frontier nature and the role played by immigrants into the region. However, the short-run supply curve may be expected to be highly inelastic for two reasons: communication between local markets was poor simply because of distance and, within any local market, the presence of new immigrants favored a more inelastic short-run labor supply curve. It was democratic in both process and substance, devised after wide consultations, and designed to pursue the welfare of the nation as a whole. It also met the standards of ‘planning,’ outlining a coherent set of actions which could realistically be taken during each planning period, and which were rationally calculated to further carefully-defined long-term aims. An analysis of the preparation process and of the quality of the Plan as written and executed, however, indicates that it did not meet the standards of either democracy or planning. The conclusion of the paper expresses serious doubt about the possibility of ever achieving the ideal of democratic planning in France. The results of this study suggest that aptitude the Aptitude Assessment Battery Programming (AABP) is a reasonably effective device for selection of computer programmers. Using independent samples, AABP test scores correlated significantly with both programming training and job performance as a programmer. No evidence was obtained supporting the tests distributor's implied hypothesis that AABP adjectival ratings, which take into account subjective factors not considered in the numerical scores, are significantly superior to the numerical scores at predicting training or job performance of programmers. Since the two types of scores are so highly correlated, and since they correlate about equally well with training and job performance, they would appear to be interchangeable. Somewhat surprisingly, the AABP test was found to be as highly related to job as to training performance. This finding is in contrast to the research reported for International Business Machines Corp.'s Programmers Aptitude Test which has produced correlations ranging from the 30's to the 50's and 60's with training performance but significantly lower relationships with actual job performance as a programmer. This is particularly true for land whose value results entirely from site location for industrial development. The introduction of profit responsibility in Soviet enterprises with bonuses for managers based on profit has raised questions about economic rent as a cost factor affecting the calculation of enterprise profit. The imposition of payments to capture economic rent is a clear recognition of the need to distinguish between the success of the venture and the success of the managers, an important distinction when bonuses depend upon profit changes and the rate of return on gross assets. The value of a bonus system lies in its action as a stimulant for management to achieve established goals. Those enterprises having above normal profits and accounting rates of return by reason of favorable location or because of "technical-economic conditions not resulting from enterprise activities" are now required to pay rent. The term file management refers to computer systems that address the full range of processing activities associated with files, not only retrieval, but also file formatting, updating, and maintenance. To provide a common basis for reporting recent work in this area, an exercise in computer processing of document reference material was defined and distributed to those interested in participating. The exercise consisted of file building, updating, and correction processes, as well as a variety of sample inquiries and reports. Seventy articles on data processing were used as the data base. AB - Compared predictions of performance and personality characteristics made on the basis of preemployment psychological assessment reports with subsequent performance evaluations contained in the fitness reports of 32 government employees. 7 psychologists reviewed the assessment reports to predict overall job effectiveness, specific performance, and personality characteristics. They then reviewed the narrative section of each fitness report to rate the overall effectiveness of each S. Ratings were made using a modified Q-sort technique that reliably expanded the variances of predictor and criterion variables. A significant positive relationship was found between predicted and actual effectiveness. In addition, the psychologists were able to predict specific performance and personality dimensions on a significantly better than base-rate basis.
