The samples were prepared individually from synthetic sea water and a quantity of oil which gave the desired conc. Acid was added to retard microbial degradation. The samples were analyzed at several intervals during an 8-wk aging period. Oil conc was determined by a method which is based on carbon tetrachloride solvent extraction and the infrared spectrophotometric measurements of the extract. Results indicate that aging due to degradation of MS 2190 TEP lube oil in the samples is negligible and may be ignored for {approx} 1 month of sample storage time. The aging of NDFO samples becomes statistically significant after {approx} 11 days. This study was conducted as a preliminary to an interlab study on the determination of conc of oil in water samples by infrared spectrophotometry. The survey mailing list was gleaned from subscription lists of four braille publications: "Braille Book Review,""The Braille Monitor,""The Braille Forum," and "The New Outlook for the Blind." Forty percent of the 1,735 people surveyed responded. The New York Public Library had conducted such a program from 1956 through 1971, but had discontinued the service due to lack of financial support. In sheer numbers teenagers account for a large share of the marriages and births, especially illegitimate births. In 1969, about one-third of all brides and 14 percent of grooms were teenagers; in 1968 17 percent of all births and nearly 50 percent of the illegitimate births were to teenage mothers. On the other hand, the proportion of divorces granted to teenagers is small. More significant is the large proportion of divorces granted to persons who married in their teens (46 percent for women and 19 percent for men). The total number of deaths among teenagers also is small, and the death rate from all causes combined is low. Motor vehicle accidents, however, take a heavy toll from the teenage group; in 1969 the age group 15-19 years ranked a close second to the age group 20-24 years in more deaths from this cause than any of the other five-year age groups throughout the entire life span. These and other facts presented in this report on teenagers were derived from the vital statistics of the U. S. Bureau of the Census. Figures for marriages and divorces were obtained or estimated from data provided by states. During each of the three days of hearings, various witnesses submitted statements and other testimony to the panel, as well as reports and publications pertaining to their testimony. Eleven topics were covered, three in the first days of hearings, four on the second day, and four on the third day of hearings. The first topic discussed was the presence of hunger and the effects of food prices on the poor. The second was the food stamp program. The third was on food stamp cashouts and welfare reform. The topics discussed on the second day of hearings were: nutrition and the elderly, nutrition and Native Americans, nutrition and migrant laborers, and the development of poor people's food cooperatives. The last day of hearings began with the WIC Program, a special supplemental food program for women, infants, and children. School food service programs, specifically the School Lunch and School Breakfast Program, were then discussed. The third topic covered the special program which encompass the day care feeding program as well as the summer feeding program. Lastly, the particular problems of nutrition in Puerto Rico and in the territories was discussed.
