The xcolors.tar file contains a total of 8 files, named comm0 through comm7. comm0 is an executable script that calls xgen with the other seven scripts in a loop. So you're gonna need to have xgen installed and added to your path. What the comm0 script does is to call the first of seven xgen scripts that each will display 60 colors from the well-known rgb.txt file that you get with Xwindows. These are not just any 60 colors; I've taken the liberty of reducing the 780-odd color entries in rgb.txt to some 280 colors displayed by the script. The comm0 prompts you to decide whether you want to see the NEXT 60 colors or want to Quit. The decision mechanism is shaky, but will hold if you have the patience to wait 10 seconds for your choice to appear. Each of the seven panes you can call up displays 60 buttons named and colored appropriately. By clicking a button you transfer this information to a file called rules.file, which you can use afterwards to create a GRASS color file.
